General Manager

  • Location: Various U.S. Locations (subject to contract award)

  • Compensation: Median base salary $115,000

About the Role: Pulse Consulting LLC is building a qualified talent pool for an anticipated transit services contract. We are seeking a visionary General Manager to oversee all aspects of operations, safety, customer satisfaction, compliance, and team leadership. This is a contingent hire and will only be activated upon contract award.

Key Responsibilities:

  • Oversee fixed-route, paratransit, microtransit, and contracted operations

  • Ensure service performance meets regulatory and client expectations

  • Lead safety initiatives, performance metrics, and team culture

  • Build and manage operating budgets and reporting systems

  • Interface with client agencies and union representatives

  • Oversee contract compliance, audits, and KPIs

Minimum Requirements:

  • 5+ years of experience in public transit operations management

  • Proven leadership of multimodal systems and staff of 50+

  • Knowledge of ADA, FTA, FMCSA, and state/local regulations

  • Budgetary and financial oversight experience

  • Strong communication, strategic planning, and stakeholder engagement skills

Preferred Qualifications:

  • Experience with DBE-certified contractors

  • Bachelor’s degree or equivalent transit leadership credentials

Maintenance Manager

  • Location: Various U.S. Locations (subject to contract award)

  • Compensation: Median base salary $95,000

About the Role: We are seeking an experienced Maintenance Manager to lead fleet maintenance and ensure compliance with safety, environmental, and regulatory standards. This role includes oversight of traditional and zero-emission fleets (as applicable) and is part of our pre-award hiring effort.

Key Responsibilities:

  • Manage daily operations of maintenance shop, parts, and inventory

  • Ensure timely repairs and preventive maintenance schedules

  • Supervise a team of technicians, vendors, and support staff

  • Track costs, parts utilization, and warranty claims

  • Ensure regulatory compliance and vehicle uptime standards

  • Collaborate with General Manager and procurement teams

Minimum Requirements:

  • 3–5 years of transit or fleet maintenance supervisory experience

  • Experience with diesel, hybrid, and/or electric propulsion systems

  • Understanding of DOT regulations, OEM guidelines, and safety protocols

Preferred Qualifications:

  • ASE certifications or related technical certifications

  • Prior experience working with DBE-certified firms

EV Maintenance Manager

  • Location: Various U.S. Locations (subject to contract award)

  • Compensation: Median base salary $102,000

About the Role: Pulse Consulting is seeking an EV Maintenance Manager to oversee planning, preventive maintenance, and infrastructure coordination for electric bus fleets. This role plays a key part in transitioning traditional transit systems to zero-emission operations.

Key Responsibilities:

  • Lead diagnostics, repair, and maintenance of electric buses and charging infrastructure

  • Coordinate with utility providers and OEMs for uptime and grid readiness

  • Train and develop internal technician team on high-voltage safety standards

  • Monitor performance data, charging cycles, and predictive maintenance alerts

  • Track EV-specific warranties, grants, and data compliance requirements

Minimum Requirements:

  • 3+ years in fleet maintenance with at least 1 year in EV systems

  • Familiarity with charging infrastructure and electric bus OEM platforms

  • High-voltage safety certification or equivalent field training

Preferred Qualifications:

  • Experience working in partnership with cities or transit authorities

  • Ability to interpret EV data platforms and manage predictive alerts

Bid Developer / Proposal Manager

  • Location: Remote (U.S.-based preferred)

  • Compensation: Median base salary $110,000

About the Role: Pulse Consulting LLC is actively identifying a Bid Developer to support pre-award activities for upcoming transit contracts. This role is responsible for managing the end-to-end proposal lifecycle including RFP interpretation, narrative development, coordination of technical responses, and packaging of deliverables.

Key Responsibilities:

  • Review, summarize, and respond to public agency RFPs and RFIs

  • Write and coordinate technical proposal content

  • Collaborate with leadership and subject matter experts to gather inputs

  • Maintain proposal templates, branding, and supporting material libraries

  • Submit proposals via public procurement portals and maintain submission records

Minimum Requirements:

  • 3+ years in government RFP response or grant writing

  • Excellent writing, editing, and formatting skills

  • Working knowledge of transit services and public procurement

Preferred Qualifications:

  • Familiarity with GTFS, microtransit, and EV-related proposals

  • Experience supporting DBE-certified or subcontractor-led proposals
